Prevention bulletins on aviation
Numerous accidents and serious incidents reported to the Aviation Division require an in-depth investigation in order to assess their value in preventing similar incidents (prevention potential). The knowledge gained in this process is often already valuable for prevention, although it would not be appropriate to open an investigation for reasons of effectiveness and efficiency. Article 56 of the Ordinance on the Safety Investigation of Transport Incidents (OSITI) allows the STSB to create and publish general relevant information for accident prevention. In order to be able to use such incidents for prevention purposes, the STSB summarises them quarterly in prevention bulletins. These are structured chronologically and cover those incidents for which a preliminary investigation could be completed by the end of the respective quarter. The individual incident is described by means of an anonymised presentation of the most important facts. The information does not claim to be complete and is intended to contribute to the safety awareness of the public concerned.
